The resident named Zhang was dissatisfied because there were other residents at the scene. He was the only one who was fined for placing bicycles, boxes, umbrellas and other debris, and he believed that the management committee had given inconsistent statements. The Public Works Bureau responded that although the resident had made improvements, he continued to commit violations and therefore issued a fine.
