Human rights groups protested that it was essentially a surprise execution and successively filed extraordinary appeals against the 36 death row inmates to avoid such a surprise situation from happening again. All cases have now been sent to the Supreme Prosecutors&#039; Office, where they have been divided and handed over to individual prosecutors for review. If the requirements for an extraordinary appeal are met, the Attorney General will file an extraordinary appeal.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Attorney Li Yusheng of Fidelity Law Offices said that according to the Implementation Guidelines for the Execution of Death Penalty Cases announced by the Ministry of Justice, death penalty cases can be carried out without retrial, extraordinary appeal, request for interpretation by the Grand Justices, or presidential pardon.
