This marks the 9th presidential pardon in Taiwan&#039;s history. Former President Tsai Ing-wen also used her pardon power twice: once for Wang Kuang-lu, a Bunun indigenous man who hunted protected wild animals, and again for Han Yu-ping, the former chief of staff of the Hualien-Taitung Defense Command, who was severely punished for embezzling NT$2,800 in food allowance. In fact, such pardons are &quot;exemption from punishment but not from crime.&quot; There is another type of amnesty, which completely expels the crime, but no president has ever exercised this power.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Attorney Li Yusheng of Fidelity Law Firm stated that both presidential amnesty and pardon are pardons granted by the Constitution, with the main difference being the applicable subjects and legal effects.
