A 78-year-old man living alone in Yonghe District, New Taipei City, often practices qigong outside his home. However, the loud noise from his practice, including banging on an iron basin and striking his body, is disturbing many neighbors. Police stated that in January, a resident reported the incident, and the man was fined NT$1,000. He promised to practice in a park when the weather is nice and to try to practice outside of his rest time. The more vigorously the man bangs, the more troubled the upstairs residents become. The extremely loud noise starts around 8 or 9 am, and although it stops briefly, it resumes after a few minutes, causing considerable disturbance to nearby residents. Reporter Zhou Rongxuan: "When we arrived at the scene, the man was practicing right here. There was a sign that read 'Silver-haired Elderly Man Dancing Cross-legged,' but while he was stretching his muscles, he was disturbing the nearby residents." The 78-year-old man, surnamed Chen, lives alone in a house in an alley in Yonghe District, New Taipei City. Many neighbors know and have seen him practicing qigong and meditation. A nearby resident said, "I don't feel bothered (by the noise). He just sits in meditation at his doorstep. He thinks he can fly, just bouncing around like that. It's his fun." Another resident added, "He used to be in poor health, so he said he was practicing 'solar kung fu.' We neighbors think he's taking care of his own health, so I don't care." In fact, some residents couldn't stand it anymore as early as January. Although they didn't report it to the Environmental Protection Bureau, they directly reported it to the police. The police fined the man NT$1,000. Three months later, he was seen practicing again, more than once a day, twice a day, each time for more than half an hour. Xu Qingshun, deputy director of Xinsheng Police Station, said, "We tried to persuade him morally because this time there was no named complaint, so we used gentle persuasion."
Explanation of the Noise Making and Public Order Maintenance Act
