A woman in Taipei reported that while taking the MRT home after work, she noticed a man across from her repeatedly staring at the women around her. He then looked directly at her, moved closer, and even made disgusting, panting noises. Terrified, she quickly ran away and reported the incident to station staff. It was later discovered that the man was a notorious repeat harasser on the MRT, having been filmed touching women multiple times. She was outraged and wondered if the law could do nothing about him.

Attorney Xu Wanwei of Fidelity Law Firm stated that any behavior that violates another person's will, makes them feel offended or uncomfortable, and is related to sex or gender, may constitute sexual harassment, even without physical contact. However, in practice, determining whether sexual harassment has occurred and how the victim can provide evidence often presents considerable difficulties. Therefore, it is still recommended that victims, when encountering similar situations, try to stay away from potential harm as much as possible to prioritize protecting their own rights.
