According to CTS News, the corruption case involving independent legislator Kao Chin Su-mei is still being heard in the Taipei District Court. Chang Chun-chieh, a key defendant and former director of the Legislative Yuan's office, absconded on September 6 after damaging an electronic bracelet, and is now wanted by the court. Investigators discovered that he met with another of Kao Chin Su-mei's assistants, Chen Chun-wei, before his escape, and further summoned the guarantor. The court has currently ordered the forfeiture of Chang Chun-chieh's NT$10 million bail.
Attorney Li Yusheng stated that absconding while on bail is not just a matter of whether the bail money is forfeited; it also directly affects the court's assessment of the defendant's flight risk, likelihood of appearing in court, and the necessity of subsequent detention. If the defendant has damaged electronic monitoring equipment and deliberately evaded pursuit, the court will usually consider the flight to be a concrete fact, and the possibility of returning the bail money will be significantly reduced.
Regarding the determination of detention, the court will comprehensively consider whether the defendant poses a risk of flight, destruction of evidence, or collusion with accomplices or witnesses, as well as the degree of suspicion and the progress of the case. The news report that Zhang Junjie damaged the electronic bracelet and left his original residence, if verified by the police and court, could become a significant fact increasing the assessment of flight risk. The detention and bail of other defendants in the same case may also be determined individually based on their behavior, evidence, and court appearances, and cannot be generalized.
