A delivery driver in a residential building in Banqiao, New Taipei City, allegedly deliberately tampered with the elevator security camera while delivering food. The video was posted online by a resident, sparking heated discussion. Many netizens commented that the delivery driver's actions seemed premeditated, and they were unclear about his motives. Although it was later confirmed that the security camera was not damaged and the resident did not report the incident to the police, the behavior still caused considerable unease and panic among the residents.

Attorney Hsu Wan-wei of Fidelity Law Firm stated that the primary function of surveillance cameras is to monitor and record. In this case, the deliveryman deliberately turned the camera around after entering the elevator and even covered the lens with tape, rendering the camera unable to monitor and record properly. Such actions inevitably raise suspicions that he intended to engage in illegal activities, clearly indicating premeditated intent. Moreover, if the surveillance camera loses its original function, it may still constitute the crime of damage under Article 354 of the Criminal Code, which carries a maximum penalty of imprisonment for up to two years, detention, or a fine of up to NT$15,000.
