In a community in Wugu, New Taipei City, the management committee reported to the New Taipei City Public Works Bureau that a resident placed debris in a parking space and was fined NT$40,000. The resident named Zhang was dissatisfied because there were other residents at the scene. He was the only one who was fined for placing bicycles, boxes, umbrellas and other debris, and he believed that the management committee had given inconsistent statements. The Public Works Bureau responded that although the resident had made improvements, he continued to commit violations and therefore issued a fine. As for the status of other illegal households, follow-up investigations will be carried out to clarify.

Legal provisions related to apartment building management regulations

Lawyer Li Yusheng said that if residents pile up debris in the parking space, the management committee can stop it (it is best to leave evidence in writing). If the stop is not followed, it can be reported to the county or city’s apartment building affairs authority (Taipei City) For example, the competent authority is the Taipei City Public Works Bureau), which imposes a fine of NT$40,000 to NT$120,000 in accordance with Article 15, Item 2 of the Apartment Building Management Regulations.
