In June 2024, a 40-year-old engineer named Li took a secret photo under the skirt of a female student while waiting for a red light. He was caught by passers-by and ran away on the spot. After receiving the report, the police went to his home to arrest him and seized nearly 30 secretly filmed videos on his mobile phone. He also admitted to the crime. The case was investigated for more than seven months. Before the Lunar New Year this year, the prosecutor charged the person with the crime of "recording sexual images of others without reason."

Li Yusheng, an attorney at Fidelity Law Offices, said that if a person uses tools such as cameras to spy on or secretly record the private parts of another person's body, he or she is committing the crime of violating secrets under Article 315 of the Criminal Law and is liable to fixed-term imprisonment of not more than three years, criminal detention, or a fine of not more than RMB 30,000. If the secretly filmed content is disseminated or broadcast, the criminal liability will be more severe, and the offender may be sentenced to fixed-term imprisonment of not more than five years, criminal detention, or a fine of not more than RMB 50,000.
