Li Yusheng, an attorney at Fidelity Law Firm, stated that while the Constitution guarantees press freedom, the media has a duty to interview and report the truth. However, they are prohibited from intruding on or disturbing others' privacy without cause, as this would exceed the boundaries of press freedom. Hiring paparazzi to film political opponents is clearly motivated by personal gain, exceeding the boundaries of press freedom and potentially constituting both the crime of obstruction of secrecy under the Criminal Law and the crime of infringing on personal data under the Personal Information Protection Act. These offenses carry a combined sentence of up to five years in prison, a fine of up to NT$1 million, and civil liability for compensation.
